Kathy McCaffrey, MA, RHIA

Manager of Health Information Management

Kathy has more than 25 years of experience as a health information professional with a wide range of accomplishments in both the private and public sectors. She is an effective leader as a catalyst for change and liaison between customer groups and management. Experienced in fiscal management, HIPAA coordination, computerized patient record management, and has served on several national professional boards. Her strong analytic, problem solving and communication skills have enabled her to interact effectively with broad cross-section of individuals in complex institutional settings including:

  • As a Consultant for HFS Consultants since May 2005, Ms. McCaffrey has worked on the following diverse projects: Managed the development of a Coding Compliance strategic plan for a major national HMO; Managed the coding and submission of coded information to Medicare for a small Medicare Advantage program for the frail elderly; Managed and performed an assessment of an HIM Dept. of a large metropolitan university medical center.

  • As Consultant for Release of Information Software Implementation, Sourcecorp, 2004 ~ 2005 successfully trained, installed new Release of Information software in over 12 individual facilities in Northern California.

  • As Director, Health Information Management & Compliance Officer, Marin General and Novato Community Hospitals – Marin County, California 2002 ~ 2003, implemented a computerized scanned record system in two hospitals within 6 months. Developed and implemented a compliance privacy training program within 6 months.

  • As Vice President, Health Care Data and Operations, California Association of Health Plans, Sacramento, California 1997 – 2001 negotiated and produced agreements for three health data exchange topics between California health plans, providers and employers within one year. Initiated the HIPAA implementation project planning team for California health plans.

  • As Deputy Director, Office of Statewide Health Planning & Development, Health Facility Data Division, Sacramento, California 1993 – 1997 was responsible for collecting, assessing and disseminating health information from health facilities throughout California. Initiated the streamlined computer upgrade for direct electronic reporting by California health facilities.

  • As Director, Medical Record Services, The Medical Center at the University of California, San Francisco 1982 – 1991including Mt. Zion Medical Center, 1991 – 1993 successfully directed the merger of a large University medical record system with a community hospital system involving 1.5 million records, 103 staff and a budget of $5 million. Managed and expanded the operations of the computerized patient record system.
