HPSA Update

The Health Professional Service Area designation was established by the Federal Office of Shortage Designation (OSD) to identify geographic areas or population groups with a shortage of primary health care services. HPSA designations are a prerequisite to applying for Rural Health Clinic certification, the National Health Service Corps (NHSC) Loan Repayment Program, California’s State Loan Repayment Program (SLRP), J-1 Visa waivers, and some state funding. A geographic HPSA designation can also increase Medicare payments for physician services.

Beginning this year, the OSD is requiring that all 2008 designations be submitted to the Office of Statewide Health Planning and Development (OSHPD) no later than April 2, 2012. If you received a new designation or renewed it in 2008, you must reapply now. Failure to renew your designation will result in the loss of one or more benefits stated above.

Medicare & Medi-Cal Incentive Payments for Health Information Technology

The Centers for Medicare & Medicaid (CMS) are allocating $46 billion towards EHR Adoption Incentives for hospitals, physicians, dentists, nurse practitioners, physician assistants, FQHCs and RHCs. The caveat here is that providers must demonstrate “meaningful use” of a “certified EHR.” A “certified EHR” is a Health Information Technology (HIT) system that can capture demographic and clinical information about patients, enable physician order-entry and exchange health information with other providers or institutions. Funding Opportunities Available

The following grant opportunities are available to a select range of healthcare centers:

Bothin Foundation
The Bothin Foundation supports organizations providing direct services to disadvantaged children, youth and families, the elderly and disabled, in San Francisco, Marin, Sonoma, and San Mateo Counties. The Foundation makes capital grants for building, vehicle, and equipment needs.

FUNDING OPPORTUNITIES AVAILABLE FROM THE KRESGE FOUNDATION

The following grant opportunities are available to a select range of healthcare centers:

Health Clinic Opportunity Fund – available to free and public health clinics and FQHC Look-Alikes only

Grants ranging from $75,000 to $150,000 per year for a maximum of two years will be provided to build operational capacity. Grant awards may be used to support staffing, recruitment and retention of health-care service providers; consulting services such as training, management, business processing and fundraising; strategic planning, community health assessments, outreach and marketing; business and/or operational assessments and program evaluation; and basic operational expenses, such as supplies, materials and equipment. FUNDING OPPORTUNITIES FOR RURAL HEALTH CLINICS

Rural Health Clinics (RHC) improve the delivery of quality, cost-effective health care in rural, underserved areas by increasing primary care services for Medi-Cal and Medicare patients in communities that would otherwise not have the resources to serve this clientele.

Unlike Federally Qualified Health Clinics (FQHC), RHC’s do not have the benefits of federal funding and often-times struggle to meet the financial growing demand of their patient base. However many community, corporate and family foundations offer funding opportunities to these critically needed clinics. (more…)
